Welcome to the Playstation 1 development tutorial.
To start developing for Playstation 1, you will need to download a few things:
  • Windows XP SP3.
  • Virtualbox (or other software that can run virtual machines)
  • Playstation SDK (or the Psy-Q SDK, as it really is named)

1. Installing Windows XP virtually

Now, first of all, I will not force you to use Windows XP, since there are ways to get this up and running on Windows 10, but if you are lazy like me, and want a system you can modify and restore whenever you want, and experiment a bit, I recommend a virtual machine.
